Upgrade Hitt Street closed-campus barriers

A new closed-campus barrier on Hitt Street is used during the day when school is in session.

Nearly 30 years after "temporary" closed-campus barriers were installed on Hitt Street to create part of MU's pedestrian campus, attractive, semi-permanent barriers have been installed to take their place. The barriers are used during the day when school is in session.
